In the 1960s, the separatist movement in the southern Philippines gained strength with the creation of the MNLF. By 1971, the movement had emerged as the largest insurgent group in the Philippines. Fighting between government and Moro forces continued through the mid-1970s, until the December 1976 "Tripoli Agreement."
