Mumtaz Dughmush, alias Abu Muhammad, founded the AOI in late 2005 after seceding from the Popular Resistance Committees with his supporters. The AOI was one of three groups, along with Hamas and the Popular Resistance Committees, involved in the kidnapping of Israeli soldier Gilad Schalit in 2006.
