The HuJI was founded in 1984 by jihadists Fazalur Rehman Khalil and Qari Saifullah Akhtar as a Pakistan-based group to fight the Soviets in neighboring Afghanistan. The next year, Khalil formed a splinter group, Harakat ul-Mujahedin (HUM).
