The original plans for this class called for 12 ships. Due to a lack of funding, those plans were reduced to five and then to three units in the mid-1980s. The rocket launchers are not usually fitted, though ships can carry up to six launchers. A 20-ton payload can be carried. This may include an armored personnel carrier and 50 troops.
