OVERVIEW The Paraguayan navy is primarily a river and harbor guard force in the Paraguay and Parana rivers. In recent years, counterinsurgency and counter-narcotics have become a prime concern. The navy theoretically has access to the sea more than 1,000 miles down the Parana River, which is controlled by Argentina.
